《条例》精准划定栖息地保护"禁止性清单",将制造高分贝噪声、破坏巢穴洞穴、驱赶追逐、擅自 投喂野生动物、拍摄干扰野生动物等行为明确纳入管控范畴,并要求在栖息地相关公路路段设置安全警 示标志,为野生动物营造安全稳定的栖息环境。 《条例》靶向施策,构建"线下排查+网上监管"双线执法体系,明确商品交易市场、网络平台的报 告义务,严格人工繁育备案和种源追溯制度,坚决斩断"非法捕猎-人工繁育-市场销售"黑色链条。 《条例》聚焦栖息地保护、致害补偿、人工繁育监管等关键环节,健全保护工作机制。其中,在栖 息地保护方面,明确要求采取生物技术、监测、设置保护标志和公路警示设施等措施,降低野生动物伤 亡风险,并对破坏栖息地的行为作出禁止性规定。同时,政府须对遭破坏的栖息地组织实施生态修复, 形成"保护—修复"闭环。 针对常见的人兽冲突问题,《条例》构建了"预防—调控—补偿"全链条机制。要求制定防控指南和 方案,通过建设防护设施、配置预警设备等措施主动预防。对数量超过环境容量的物种,可采取迁地保 护、猎捕等调控措施。在损失补偿方面,明确因保护野生动物造成的人身伤亡或财产损失,由当地政府 依法给予补偿,并鼓励保险机构开展致害赔偿保险 ...
