转自:成都发布 此前,中国人民银行会同国家发展改革委、金融监管总局制定了《人民币现金收付及服务规定》,切实维护人民币法定货币地位,防范和整治拒收人民币 现金行为,满足社会公众多样化支付服务需求,构建多元支付方式共同发展下的现金便利流通环境。规定于今日(2月1日)起施行。 《规定》对收费单位和经营主体的 现金收付行为作了哪些规定? 三、全部交易、支付、服务均通过网络完成的,收费单位、经营主体应提前公示支付方式,充分尊重公众的知情权和选择权。 四、收费单位、经营主体委托其他单位代为收款的,委托方应当通过协议、通知、声明等书面形式,要求受托方接受现金。 《规定》基于分类管理和普遍适用的原则,提出保障现金支付的基本要求。主要包括以下几方面: 一、采取人工方式收款、提供面对面服务以及线上预约、交易,线下完成服务或货物交付,具备当面收款条件的,应支持现金支付,保持合理的零钱备 付。 二、采取无人值守、机具设备等自助服务模式,以及采用"一卡通"结算、进行统一管理的园区、厂区、景区、学校等场所,经营主体应在醒目位置标识支 付方式,现金收取转换方式及服务联系电话。 五、收费单位推广数字政务,经营主体开展商业模式创新,应充分考虑 ...
