日前,海南省国家生态文明试验区建设和生态环境保护督察工作领导小组办公室印发了《海南省深化推 进"无废岛"建设工作方案(2025—2030年)》(下称《工作方案》),并于7月30日举行"海南自贸港政 策解读"系列主题新闻发布会——《工作方案》专场进行解读。 分梯次、分领域、分类别推进 一是健全岛屿型废弃物循环利用体系。加快构建体系完备、辐射全域、畅通有序、集聚规范的自贸港废 弃物循环利用体系。强化废弃物有效回收和精细管理,健全废旧物资回收网络,推广"互联网+"回收新 模式。鼓励并推广资源循环型生产模式,推进废旧装备再制造、废弃物能源资源化利用,逐步扩大再生 材料的应用范围,促进资源节约型社会建设。持续推动昌江国家大宗固废基地和三亚国家废旧物资循环 利用体系重点城市建设。积极开展退役动力电池、光伏组件、风电机组叶片等新型废弃物回收处置与循 环利用创新示范。推动全生物降解产业规模化、集群化发展,建设国家级全生物降解材料产业基地。 二是开展园区循环化、低碳化改造。推进零碳园区建设,强化园区资源节约集约。健全园区废弃物循环 利用网络,推进工业固体废弃物、余压余热余冷、废气废液废渣资源化利用。支持海口、三亚、屯昌、 临高 ...
