Core Viewpoint - The Guizhou Housing Provident Fund Management Center has revised the implementation rules for off-site personal housing loans to support workers who pay housing provident funds in other locations to purchase homes in Guiyang and Guian, effective from May 1, 2025 [1] Group 1: Key Highlights of the New Regulations - The scope of applicants has been expanded, removing the previous restriction that required either the buyer or their spouse to have contributed to the Guiyang provident fund to apply for off-site loans, allowing families to choose loan applicants based on their actual situation [1] - The loan process has been simplified, as borrowers no longer need to open an off-site loan account at a Guiyang provident fund outlet in advance and can directly submit loan applications to entrusted banks, reducing the number of processing steps [1] - The required documentation has been streamlined, with new housing loans exempt from submitting purchase contracts and filing forms; existing housing loans no longer require tax payment certificates; and second-hand housing loans do not need the seller's spouse's household registration book, along with the unification of requirements for repayment accounts and new housing loan collection accounts [1] Group 2: Loan Conditions and Requirements - Applicants must meet conditions such as having contributed to the provident fund for more than six months and maintaining good credit, with loan amounts following the policies for local contributors [1] - The interest rates for these loans will be consistent with those for local contributors, and borrowers are required to prioritize using their off-site provident fund account balances to repay loans, with severe overdue cases facing early loan maturity restrictions [1]
