不久前,人力资源和社会保障部等5部门组织开展人力资源服务业与制造业融合发展试点工作,加快促 进高质量充分就业,助力构建现代化产业体系。制造业是立国之本、强国之基,破解其"招人难""留人 难"并存的结构性问题,既是保障产业链安全的迫切需求,更是践行"人才是第一资源"战略的关键举 措。 破除人才流失难题,应当重构技能人才价值生态。政策层面应深化"新八级工"制度改革,将技能等级与 薪酬待遇、子女教育、医疗保障直接挂钩,探索技术工人股权激励与利润分享机制。企业需建立"管理 +技能"双通道晋升体系,对自主培育的首席技师、特级技师给予岗位津贴和培训经费支持,规划建设 劳模创新工作室,形成"名师带徒"和技能传承网络。 近5年,我国制造业人才培养成效显著。当前,我国技能人才总量已超2亿人,高技能人才超过6000万 人,占技能人才的比例约为30%,已累计建设1176个国家级高技能人才培训基地和1475个技能大师工作 室。职业教育改革深入推进,现代学徒制试点覆盖1000多个专业点,推动将企业先进技术标准和职业能 力融入人才培养方案。地方实践同样亮眼,江苏省着眼技能人才培养、评价、使用、激励等重点环节持 续发力,全省技能人才和高技 ...
