注重力量整合。聚焦基层监督点多线长面广、涉及领域广部门多、监督力量分散、"熟人社会"等监督难 题,红岗区纪委监委持续整合监督力量、提升监督能力。对内做优化,坚持向改革要活力,以内设机构 改革、派驻机构集中办公为契机,将更多力量向监督执纪执法一线倾斜。将全区划分为四个协作区,以 纪检监察室牵头,联动派驻机构与乡镇(街道)纪(工)委,统筹开展线索处置、案件查办等工作。对 外强协同,着力破除部门壁垒,探索构建"纪检监察+职能部门+村(居)监督力量"的协同监督机制, 根据监督需要,及时协调审计机关及财政、农业农村等部门专业力量,实现监督力量精准聚焦。同时, 在村(社区)层面设立由纪检委员、村务监督委员会委员、廉情信息员等组成的监督"前哨",由区纪委 监委统一培训、管理和调度。 构建联动机制。更加注重健全完善权威高效监督体系,促进各类监督贯通协同。持续深化纪检监察监督 与人大监督、民主监督、司法监督、群众监督、舆论监督等各类监督的贯通联动,建立健全线索移送、 措施配合、成果共享等机制,形成"一盘棋"。进一步强化"纪巡审"联动监督,纪检监察机关与审计机关 建立"绿色通道",综合考虑巡察间隔时间和审计频次、业务板块等因素, ...
