2025年12月30日,海南省人民政府办公厅印发《海南省安居房管理办法》(以下简称《管理办法》,对 安居房的规划建设、申请配售、供后管理等环节作出了全面规定。 《管理办法》涵盖总则、规划与建设、申请与配售、供后管理、监督管理及附则等内容。其中,多项重 要条款对关键环节进行了细化与优化。 强化安居房建设质量管理。安居房项目建设必须严格履行法定程序,执行国家、行业及本省相关强制性 规范和技术标准,落实《海南省安居房建设技术标准》,并按规定采用绿色建筑、装配式建筑和全装修 建设方式,鼓励使用智能建造技术,以提升建设品质。 优化安居房准入条件。《管理办法》扩大了安居房政策覆盖面,将持有居住证并已连续签注2年以上的 非本省户籍居民家庭纳入保障范围。同时,优化了住房状况、养老保险缴纳等申请条件,并赋予市县政 府根据实际情况调整申购条件的权限,以更好地支持职住平衡和地方发展需要。 明确安居房闲置房源处置措施。对于经过至少3轮集中配售后仍剩余、且闲置超过12个月的房源,经批 准可由政府回购用作其他保障住房,或由开发企业补缴相关费用后转为商品住房自行处置,以盘活企业 资产。 加强安居房供给调节。《管理办法》明确安居房建设筹集将 ...
