热带海岛生态保护:海南探路显成效

作为中国第二大岛屿,地处热带的海南岛拥有丰富的自然生态资源。随着经济社会发展、人类活动 日益增多,各类生态问题渐显。 2023年6月,海南成功申报《海南南部典型热带区域山水林田湖草沙一体化保护和修复工程》(下 称"南部工程")。两年多过去,该工程实施成效如何?近日,笔者实地走访多个项目现场一探究竟。 南部工程涵盖海南岛南部的三亚市、五指山市、乐东黎族自治县、陵水黎族自治县和保亭黎族苗族 自治县五个市县,分别部署热带雨林季雨林功能提升和小流域水土保持、重要物种栖息地与生物安全防 治、农田生态环境质量综合提升、入海河流水系连通与河岸边带生态整治、海岸带与湿地生态修复5类 工程措施,规划生态修复保护总面积为3.37万公顷。 保护湿地 为何要开展海南岛南部生态保护和修复工作?通过位于三亚的铁炉港红树林湿地保护修复项目可见 一斑。 为破解这些问题,项目施工方中交一公局集团水利工程有限公司开展了湿地保护修复、生态缓冲带 修复、河道岸堤修复、生态清淤等工作。该公司英州河湿地保护修复项目负责人侯泉说,为护坡护岸, 项目在完成清淤后沿岸线打入了4米长木桩;通过栽种菖蒲、牛筋草等水生、陆生及草本植物,构建多 样化、稳定的植物群落 ...
财政部印发《重点生态保护修复治理资金管理办法》

本报海北讯 (记者 王晶) 1月9日,财政部、自然资源部、生态环境部公布山水林田湖草沙一体化保护 和修复工程(简称"山水工程")第三批16个典型案例,海北藏族自治州"大通河流域(门源段)环境整 治与生态功能提升项目"作为青海省唯一项目成功入选,为全国生态保护修复工作再添实践样本。 据介绍,2017年,门源回族自治县启动大通河流域(门源段)环境整治与生态功能提升工程,涉及废弃 矿山生态修复、流域环境整治与功能提升、农村环境综合整治、地质灾害治理、"环保+农业"发展模式 示范等5大类23小项建设内容,总投资6.41亿元。 实施过程中,州县政府统筹考虑水环境、水生态、水资源等多方面有机联系,以提升大通河流域水源涵 养生态功能为目标,以试点项目为抓手,以农业面源治理协同推进流域水生态保护为突破口,按照"宜 山则山、宜水则水、宜林则林、宜草则草"治理原则,统筹推进矿山治理、水域保护、环境整治、植被 恢复等工程,实现历史遗留矿山综合整治修复全覆盖、农村环境综合整治提升全覆盖、县乡村三级集中 式饮用水源地环境整治和规范化建设全覆盖的"三个全覆盖"。 ...
