(来源:中国政府采购报) 转自:中国政府采购报 新闻一线 湖北细化落实政采异常低价治理规定 本报讯 记者马金眈报道 湖北省财政厅近日印发《关于落实推动解决政府采购异常低价问题有关事宜的 通知》,从采购需求管理、异常低价审查程序、履约验收、示范文本等方面结合省内实际细化有关要 求,推动形成优质优价、良性竞争市场秩序。 通知要求,采购人应严格编制采购需求,合理设定最高限价,合理设置采购包。对于信息化建设、耗材 用量大的仪器设备等项目,可以引入全生命周期成本理念,要将运营维护升级、专用耗材、处置报废等 费用纳入报价评审因素,并在合同中明确相关责任。采购人应在采购文件中明确规定四类异常低价投标 (响应)审查启动情形,启动异常低价审查的数值标准可根据实际情况适当提高至不超过65%。评审委 员会启动审查后,应要求相关供应商在合理时间内提交成本测算等书面说明及必要的证明材料,参考同 类项目中标(成交)价格、类似产品市场价格水平、行业人工费用标准、国家有关部门指导行业协会发 布的行业平均成本等对报价合理性进行判断。采购人、代理机构应为评审委员会在评审现场及时获取相 关信息资料提供便利。审查启动原因、审查意见和结果应在评审报告 ...
