近日,中国消费者协会(以下简称"中消协")发布《2025年第一季度全国消协组织受理投诉情况分析》, 随着新能源汽车行业快速发展,三类新问题投诉较为集中,一是定金退款争议频发;二是车型更新引发 老车主不满;三是补贴兑现落空引发纠纷。 在笔者看来,新能源汽车行业出现的种种投诉,既是市场爆发性增长的伴生现象,也是行业从"野蛮生 长"向"规范发展"转型的必经阵痛。下一步,需从企业自律、监管强化、消费者教育三方面协同发力, 构建更健康的汽车消费生态。 ■刘钊 首先,企业应重塑"用户思维"。车企在追求"技术领先"标签的同时,不应忽视用户对产品生命周期的合 理预期。车企需在销售协议中清晰标注车辆配置、交付时间、退款条件等关键信息,并建立透明的产品 迭代沟通机制。此外,企业还应主动承担社会责任,通过设立专项基金、完善售后服务网络等方式,切 实保障消费者权益。 其次,监管需填补制度空白,针对预售模式、补贴兑现等作出更为细化的规定。监管部门可联合行业协 会,制定新能源汽车销售服务标准,强制要求车企披露产品迭代计划,并将补贴承诺纳入合同条款。同 时,应建立跨部门联合执法机制,对虚假宣传、合同欺诈等行为实施顶格处罚,形成有效震慑。 ...
