《中国能源报》记者访北京绿色交易所有限公司董事长王乃祥。 近日,工信部等五部门联合印发《关于开展零碳工厂建设工作的指导意见》(以下简称《意见》),聚焦零碳工厂建设提出一系列政策 举措。 王乃祥: "科学算碳"是建设零碳工厂的基础和前提,其核心在于建立一套系统、规范、透明且可核查的温室气体排放核算体系。 具体而言,应重点把握以下三个层面: 《意见》明确要求,零碳工厂的建设目标是让厂区内的碳排放"持续降低、逐步趋向于近零",同时提出科学算碳、源头减碳、过程脱 碳、协同降碳、智能控碳、碳抵销和信息披露等六大建设路径。 第一,遵循规范标准,明确核算边界与方法。核算工作必须依据权威、统一的标准体系展开。《意见》对核算采用的标准进行了具体的 规定。需要注意的是,不同标准体系的侧重点有所差异:国内现行标准体系主要聚焦于企业直接排放(范围1)与能源相关间接排放 (范围2),旨在夯实基础排放数据的准确性与可比性;而国际先进标准则更加强调对价值链上下游间接排放(范围3)的核算与披露, 以 推 动 企 业 承 担 更 广 泛 的 碳 管 理 责 任 。 企 业 在 实 践 中 , 可 以 以 国 内 强 制 规 范 为 基 础 , ...
