"以前想装电梯,光凑钱、协商就卡了大半年,现在有了国家补贴托底,分摊费用少了,邻里意见也统 一得快!"近日,家住长沙市天心区的王阿姨难掩喜悦之情。随着2026年国家大规模设备更新及消费 品"以旧换新"政策的落地,老旧小区加装电梯被正式纳入国家补贴范围,住宅老旧电梯的更新补贴也不 再采取"一刀切"模式,而是调整为按电梯层(站)数分档给予补贴。此前困扰居民的加装电梯"启动 难"问题,正逐步得到破解。 这一困境并非个例。雨花区书香名邸小区此前35台已使用近20年的电梯故障频发,业主多次提出更换需 求,却因资金缺口迟迟未能推进。直至去年11月,该小区借助"国债资金+维修基金""国债资金+公共收 益"等多套组合方案,才成功破解电梯更新的资金困局。 对老旧小区而言,此次政策的变化为破解困局注入了关键动能。 据悉,此次国补政策的落地,较此前长沙推行的地方补贴政策实现了三大突破。其一,补贴范围从"旧 梯更新"延伸至"新梯加装"。2024年超长期特别国债仅支持老旧电梯更新,而2026年新政明确将加装电 梯纳入支持范围,覆盖需求更全面;其二,补贴模式从"定额补贴"转向"分档精准补贴",替代了此前长 沙执行的每台10万元定额补贴, ...
