"所有钱花在哪儿、花得对不对,一目了然。这样的小区管理,我们放心!"近日,四川成都新津区五津 街道南江社区一品水轩小区的居民王文一边操作手机一边说。只见他轻点几下,屏幕上就跳出了本月小 区物业费缴纳明细、公共收益收支记录、绿化养护项目进展等信息。 "'信托制'物业的生命力,在于它重塑了小区治理的结构。"新津区委社会工作部相关负责人说,传统物 业管理模式,业主与物业是简单的买卖服务关系;"信托制"将双方转变为"委托—受托"的关系,物业公 司从管理者变为执行管家,业主从被动服务者变为主动当家人,推动小区治理从物业企业的"单打独 斗",走向多方参与的协同共治。 截至目前,新津区已有53个不同类型的小区落地"信托制"物业,形成了分类治理、全域推进的良好态 势。普兴街道五峰社区西创美庭拆迁安置小区,通过信托制平台开设"双密码"共管账户,运行首年结余 管理资金43.7万元;兴义镇波尔村,破解了长期存在的物业管理缺失和缴费难题……下一步,新津计划 在更多小区试点"信托制"物业,推动基层治理共建共治共享。 "放心"是王文对小区管理的认可。然而,此前该小区还因为信任危机,陷入了"业主拒缴费—物业降服 务"的恶性循环。小区党支部 ...
