北海局:未雨绸缪密织汛期海洋灾害“防护网”
入汛以来,北海区海洋灾害防御形势备受关注。自然资源部北海局早部署、早行动,通过强化汛前检查、升级预警平台、开展应 急演练等系列举措,织密织牢海洋灾害防御安全网,为汛期重点时段筑牢防线。 一线督导,压实汛前整改责任 北海局于3月、4月先后印发汛前准备及检查通知,组建专项检查组并参与自然资源部海洋预警监测司联合检查,对北海区4个海 洋中心开展全覆盖现场督导。检查组行程超2000千米,聚焦突发增水易发生区域,对照月报统计问题清单逐项核查,督促各单位完成 5大类、32小项自查问题整改,强化海洋灾害发生期间观测预报联动,确保预报员第一时间收到受灾区域超警戒潮位等一线险情信 息,并及时组织应急灾害会商,从机制层面打通观测预报联动的"最后一公里"。 科技赋能,升级智能预警体系 北海局强化部省联动,在北海区智能海洋预报制作及管理一体化业务平台基础上,北海局针对异常增水等突发灾害,新增声光报 警、短信提醒、电话报警三个预警模块,优化网格化预报订正算法,完成智能网格预报模块升级重建,增加声光电报警系统、数字孪 生技术在相关省市的部署和应用。目前,该平台已在海区中心、海洋中心、省中心三级预报机构稳定运行,并在辽宁省沿海6地市及 山 ...

此次演练注重在内容和形式上实现突破,科研成果转化支撑能力显著提升。演练首次启用了南海区预警报节目制作新演播厅的功 能,全面检验了融媒体时代创新公共服务的能力,为今后高效、精准、可视化地向公众发布海洋灾害预警信息和服务奠定了坚实基 础。 精准服务,守护观测数据"生命线" 当前,我国南方地区防汛压力持续加码,根据预测,2025年台风路径复杂多变,海洋灾害防御形势严峻。自然资源部南海局高度 重视,提前部署汛期安全检查,加紧汛情研判,落实防汛措施,全力做好汛期海洋观测预报减灾工作,努力做到应急预案科学有效、 应对措施及时得力,确保安全度汛。 防患在先,全面排查不留死角 2月初,南海局未雨绸缪,组织局属各单位做好观测设备、会商系统、预警报系统、数据传输等方面的自查工作。各海洋中心根 据要求对观测设施设备进行了一场全方位的"健康体检",确保设施设备正常"上岗"。同时,确保备品备件储备充足以及仪器设备检定 情况符合灾害应急观测需求。4月~5月,南海局组织保障中心、海洋中心等单位的专家成立现场检查工作组,对局属海洋站点进行业 务检查,结果良好。各单位根据检查工作组的检查意见,对发现的问题立即整改,把汛前准备工作落实到位。 南 ...
