Group 1 - The province will focus on addressing bottlenecks and challenges in the professional technical talent sector over the next two years, implementing seven pilot reform initiatives to solve the "last mile" issue in talent management services [1] - A comprehensive tracking service model for postdoctoral researchers will be established, providing one-on-one matching for research training and resources such as startup funding, laboratory space, and personalized services in areas like tax, education, housing, and healthcare [1] - The province will explore new paradigms for "artificial intelligence + continuing education," creating a knowledge graph for professional capabilities and building a cloud learning space and virtual simulation platform to support lifelong learning [1] Group 2 - Talent services will be aligned with national strategic layouts and local industry needs, establishing new professional evaluations and a "green channel" for special talent assessments, particularly in emerging industries like the marine economy [2] - Support will be provided for low-cost innovation and entrepreneurship, including subsidies for original projects, startups, and small enterprises, as well as cross-departmental coordination to address practical challenges [2] - Funding mechanisms such as youth talent funds and seed funds will be utilized to provide startup capital for qualifying projects, along with reasonable equity incentives for entrepreneurial talent [2]
