人力资源社会保障部、财政部、国务院国资委日前联合印发《关于加大国有企业技能人才薪酬分配激励 的通知》。《通知》强调,优化技能岗位薪酬分配,坚持多劳者多得,实行岗位薪酬与岗位价值、技能 等级双挂钩办法,合理确定技能岗位的起点薪酬,提出按照一般不低于相应职级管理岗位的薪酬标准科 学确定技能岗位薪级档次。强调设立技能人才专项津贴,实行与技能等级挂钩的能级津贴制度,明确相 应的津贴标准,体现技高者多得。《通知》提出,完善技能人才工资增长机制,集团公司加大工资总额 分配向技能人才倾斜力度。《通知》,建立创新创造奖励制度,坚持创新者多得,对技能人才小发明、 小创造、小革新等日常创新设置单项奖励,对在解决重大工艺技术难题、重大质量问题等技术革新或技 术攻关中作出突出贡献的技能人才给予专项奖励。探索对技能人才实行中长期激励。鼓励企业创新多元 化激励方式,完善以创新能力、质量、实效、贡献为导向的技能人才激励和人才评价体系,开展形式多 样的劳动技能竞赛,完善技能岗位与相应层级专业技术、管理岗位的互转机制。 ...
