新华社北京12月15日电(记者田晨旭、高敬)正在进行的第三轮第五批中央生态环境保护督察15日 通报典型案例,指出北京市怀柔、昌平等区生态保护和修复治理要求落实不够、监管不到位,生态修复 滞后等问题仍然存在。 督察还发现,怀柔区相关部门在2022年前批复7宗工程建设临时使用林地许可,涉及林地1008亩, 植被恢复主体责任不明,上述林地已超过恢复时限,均未按时限要求进行有效修复。其中,喇叭沟门乡 一工程临时使用林地412亩,应于2023年9月前复种乔木2.3万多株,一直未复种。九渡河镇一工程临时 使用林地354亩,应于2023年10月前实施植被恢复,同样未复种林木,现场黄土裸露。 在违法侵占河道管理范围问题上,督察组指出,怀柔区怀沙河河道管理范围内,渤海鱼湾旅游开发 公司、仙乡餐饮服务公司等企业违法建设经营性设施,侵占河道管理范围202亩;怀九河河道管理范围 内,也存在违法建设的经营性设施,侵占河道管理范围76亩,相关部门开展整治不到位。2024年10月至 2025年5月,中交一公局第一工程公司在怀沙河河道管理范围及河岸林地内违法堆存弃土、废石9万立方 米,占地21亩,其中侵占河道管理范围16亩。 督察发现,一些 ...
