记者昨日从市政府办公室获悉,为加快打造具有全国影响力的区域科技创新高地,郑州市制定发布 《关于支持郑州产业技术创新研究院建设发展的实施意见》,围绕我市重点产业链创新发展需求,以科 技创新为引领,因地制宜发展新质生产力,提升现代化产业体系对高质量发展的支撑能力。 《实施意见》围绕深化科技体制改革、激发创新活力,推出了一系列突破性举措,支持将郑州产业 技术创新研究院打造成郑州市科技创新体制机制改革的"试验田",通过集聚高端创新资源,充分调动全 市各类创新主体的积极性,构建紧密服务产业发展的技术创新和成果转化服务体系,推动科技创新和产 业创新深度融合。 探索实行企业化管理 根据《实施意见》,郑州产研院将由郑州市政府举办,作为探索实行企业化管理的独立法人资格的 事业机构,市委、市政府赋予郑州产研院科技体制机制改革的自主权。 郑州产研院的运作模式呈现出鲜明的"市场化"特征。在用人机制上,允许郑州产研院及其所属载体 实施运行机制市场化、用人机制灵活化的管理模式,实行同行业有市场竞争力的自主薪酬制度;在资源 配置上,鼓励社会资本参与郑州产研院所属载体建设和产业化项目实施,放大财政资金杠杆效应,推动 研发与市场的融合发展。郑 ...
