(来源:工人日报) ●观点 算法协商是完善劳动关系协商协调机制的重要实践,推动实现从单方控制到多元共治的转型,构建起数 字时代劳动关系治理的新范式。 在数字经济蓬勃发展的今天,新就业形态劳动者已成为劳动力市场的重要力量。党和国家始终高度重视 这一群体的权益保障。党的二十大明确提出,支持和规范发展新就业形态,加强灵活就业和新就业形态 劳动者权益保障;党的二十届四中全会强调,完善监管,推动平台经济创新和健康发展。 作为平台运行的核心规则与调度中枢,算法深刻影响着劳动者的工作节奏与权益保障。平台算法在优化 订单分配、提升运营效率的同时,也带来了配送时限不断压缩、抽成比例不够透明等现实问题,给新就 业形态劳动者权益保障带来挑战。 2025年度集体协商"集中要约行动"提出,推动平台企业与新就业形态劳动者代表就平台算法和劳动规则 开展协商,推动算法向善改进。今年以来,全国工会系统重点推动平台企业开展算法协商,目前,已有 15家头部平台企业纳入工作范围,协商成果预计将覆盖新就业形态劳动者逾2000万人。这一创新实践既 是对中央部署的有力落实,更是保障新就业形态劳动者权益的关键举措,构建起数字时代劳动关系治理 的新范式。 算 ...
