目前,长江重点水域退捕渔民安置保障措施基本落实到位,但也要看到,仍有部分渔民因年龄大、学历 低、技能单一等原因,就业暂时遇到困难;部分渔民再就业能力较弱,主要从事技术含量低、临时性岗 位,抗风险能力不足;有的渔民较退捕前收入有所降低,就业稳定性不强,一旦遇到突发情况容易再次 失业。如何让渔民们从退得出到稳得住、能致富,巩固安置保障工作成果,是必须回答好的命题。 不同地区因为自然资源禀赋、经济发展水平的差异,退捕安置工作面临的问题各不相同。工业产业较发 达地区,对于渔民安置保障工作的压力较小,可安置的岗位也较多。但在总体经济欠发达地区,安置工 作就要想更多办法,需要更精准的帮扶措施。要建立多层次的保障体系。对完全丧失劳动能力者,应完 善低保等兜底政策;对有部分劳动能力者,可开发更多元的公益性岗位;对有意愿学习者,需要提供定 制化和针对性的培训。 各地各部门要继续重点跟踪就业转失业、低收入以及可能返贫致贫的退捕渔民,及时将其纳入防止返贫 致贫监测帮扶机制和低收入人口动态监测帮扶机制,确保他们的生产生活得到合理保障。精准识别困难 退捕渔民家庭,根据劳动能力、就业意愿等维度分类施策,进一步拓宽就业渠道。 在"春风行动 ...
