"《办法》分为7章25条,从各级主管部门及小水电站业主职责、生态流量核定及调整、生态流量调 度、生态流量监测监控、生态流量评估、生态流量监督检查、奖惩措施等方面作出了明确规定,以解决 监管中'谁来管、管什么、怎么管'的问题。"省水利厅相关负责人说。 8月11日,记者从省水利厅获悉:省水利厅、省生态环境厅近日联合印发《陕西省小水电站生态流 量监督管理办法》,旨在通过全面规范生态流量监管,为全省小水电绿色改造和现代化提升以及河流水 生态环境改善筑牢制度屏障。 近年来,省水利厅先后开展了全省小水电站生态流量泄放情况评估,形成重点监管名录;建立陕西 省小水电生态流量监管平台,并接入水利部全国小水电生态流量监管平台;坚持"线上监督+线下核 查"联动机制,以严格监管倒逼绿色发展和转型升级。(记者 徐颖) ...

此前,陕西已发布《农村水电站运行管理规范》《农村水电站安全生产双重预防机制建设规范》两 项地方标准,分别聚焦小水电安全生产运行和双重预防机制建设。 "新标准的发布进一步完善了我省小水电标准体系,实现了从运行管理到安全生产再到设备标识全 覆盖,以进一步规范管理推动小水电行业安全、高效、可持续发展。"省水利水电发展中心相关负责人 说。(记者:徐颖) 7月31日,记者从省水利厅获悉:近日,省市场监管局批准发布地方标准《农村水电站标识标志标 线设置及设备着色规范》,这是陕西小水电行业第三部地方标准。据悉,该标准将于8月24日起实施。 该标准对小水电站的导视类标识、公告类标识、名称编号类标识、安全类标志、标线、设备着色等 方面进行了全面、详细的规定,对标识标志标线的设置、尺寸、颜色提出了明确要求,为标识标志标线 设置提供了统一、科学、可操作的规范和指南,可有效解决我省小水电行业安全管理中标识不清晰、设 置不规范、警示不明确等问题。 ...
