新华社北京12月31日电（记者唐诗凝）工业和信息化部31日发布关于开展汽车动力电池碳足迹申报工作 的通知。申报范围适用于所有在中国境内销售的额定能量大于2千瓦时的汽车动力电池产品，动力电池 包生产企业承担申报主体责任。为加快探索建立符合我国国情的汽车动力电池碳足迹管理体系，更好支 撑产业绿色转型和高质量发展，工业和信息化部开展这一申报工作。通知提出，到2026年底，核算规 则、标准体系、评价认证等基本建立健全，行业背景数据体系基本建成，碳足迹管理体系基本建立，核 算规则、认证标准、背景数据、合格评定等逐步与国际互通互认。工业和信息化部装备工业一司相关负 责人介绍，动力电池碳足迹核算的基本逻辑是，以材料获取、电池制造、分销运输、回收利用等四个阶 段的碳排放总量，除以动力电池包全生命周期提供的总能量。据悉，自发布通知之日起至2026年12月31 日为申报试运行阶段，动力电池包生产企业应完成本企业不少于5款典型动力电池包产品的碳足迹申报 工作，第三方核查机构应配合开展数据核查并出具核查报告。自2027年1月1日起，实施常态化申报管 理。相关负责人表示，下一步，工业和信息化部将会同市场监管总局等部门加强工作联动，协同 ...
