教育部:校外教培机构全部纳入全国平台统一管 理,预收费全额纳入监管 北京商报讯(记者 方彬楠)3月26日,教育部公布《全国校外教育培训监管与服务综合平台应用管理办 法》(以下简称《办法》)。《办法》明确,全国平台是全国统一的校外培训公共服务平台,通过一网 (官方网站)三端(家长端APP、机构端APP和管理端APP)为校外培训全流程监管和服务提供技术支 撑。 在资金方面,全国平台会同资金监管机构落实国家资金监管要求,对纳入全国平台的预收费进行监管, 对通过全国平台购课的家长学生,支持其按照合同约定退还未消课程费用。同时,全国平台已上线"先 学后付"功能,支持家长学生自愿选用"先上课再付费"模式,从源头上避免家长学生资金损失。 此外,全国平台还构建了严格的从业人员准入及查询机制,与公安等部门实现数据对接,落实密切接触 未成年人行业入职查询和从业禁止制度要求,守好校外培训安全底线。 据上述负责人介绍,全国平台为家长学生、培训机构、主管部门免费提供相关服务和技术支撑,不收取 任何费用。也就是说,家长学生使用全国平台不收取任何费用,培训机构入驻全国平台不收取任何费 用,主管部门通过全国平台强化监管服务不收取任何费用。线 ...
