1月4日,上海市政府网站发布上海市人民政府办公厅关于印发《上海市加快打造国际一流营商环境行动 方案(2026年)》的通知。全文如下: 为加快打造国际一流营商环境,坚持以市场化营商环境激发活力,以法治化营商环境护航发展,以国际 化营商环境融通世界,围绕政务服务、市场竞争、产业生态、社会共治等方面,整体推动营商环境建设 提质增效,制定本方案。 一、打造高效便捷的政务服务环境 (一)拓展"一件事"集成服务 强化"高效办成一件事"事项常态化运行机制,围绕企业全生命周期,实施新一批重点事项。强化已上线 重点事项成效评价反馈,完善"一件事"服务场景。深化"开店一件事"集成服务,强化审批、监管、服务 联动,提升企业开店便利。优化涉企报表审批机制,推动更多涉企报表纳入企业数据填报"一件事",实 现更多涉企报表数据共享复用。 (二)完善惠企政策全流程服务 持续优化惠企政策申请、受理、审核、兑现等全流程服务。市、区两级惠企政策全量上线"一网通 办""随申兑"专区。普惠性政策原则上全部纳入"免申即享"。简化非必要的专家评审,探索批量审批模 式,推动政策红利直达快享。依托"政策公开讲""处长(科长)讲政策"等机制开展惠企政策解读。推 ...

中新网沈阳12月28日电 记者28日自辽宁省数据局(辽宁省营商环境建设局)获悉,该局近日印发《2026年 优化政务环境行动方案》(以下简称《方案》),制定5方面24项重点举措,全面提升企业群众办事便利 度。 此外,《方案》还提出提升"接诉即办"质效;持续深化"增值服务";推进跨域服务帮代办;推进政策服 务免申办;精简申请材料免证办;推动服务下沉就近办;拓展服务方式码上办等重点举措,实施"一 事"同事同标、"一门"集中办理、"一窗"综合受理、"一网"全程网办、"一端"智能服务、"一线"接诉即 办、"一表"集成共享"七个一"提升工程,持续深化"不见面审批"和"高效办成一件事"改革,推动更多政 务服务"一次不用跑""立等可取"。(完) 《方案》提出,优化调整事项目录,推动全省政务服务事项实行清单化规范化管理,实现全省范围内数 据同源、动态更新、联动调整;规范事项办理情形,规范设置"一次不用跑"、"立等可取"等事项。原则 上,同一事项全省"无差别受理、同标准办理";规范管理申请材料,各部门规范政务服务事项的申请材 料,列出材料的具体明细,不得使用模糊表述,杜绝"兜底"材料。 《方案》指出,夯实线下"只进一门",政务服 ...
