构建四维激励机制,为督察整改注入强劲内生动力
自2015年底试点以来,中央生态环保督察始终坚持严的基调,公开通报了多个典型案例,解决了一大批 突出生态环境问题。随着督察进入"深水区",触及的矛盾越来越复杂,面对的都是难啃的"硬骨头",一 些地方和部门在督察整改中畏难回避情绪有所抬头。笔者建议,可通过构建"精神鼓励+考核赋能+资金 支持+舆论宣传"的四维激励机制,激发各级各部门的工作积极性和主动性,为督察整改工作提质增效 注入强劲内生动力。 在宣传引导上,要将督察整改作为"加强项"。发挥舆论监督和引导作用,既要宣传通过督察整改为民解 决急难愁盼问题的好经验、好做法、好效果,也要曝光不作为、慢作为,不担当、不碰硬,甚至敷衍应 付、弄虚作假等形式主义、官僚主义问题的典型案例,强化警示震慑效力。构建多元传播渠道,通过专 题报道、短视频、直播、展览等形式,以督察促进群众获得感与幸福感提升为着力点,赢得社会更多的 关心理解支持,汇聚更多参与力量,持续推动生态优先、绿色发展成为全社会共识和自觉行动。 在创先争优上,要将督察整改成效作为"加分项"。发挥精神激励的引擎作用,从讲政治、讲大局、讲担 当、讲成效等多个层面,对真抓实干、整改成效显著的地方给予表彰,讲好整改故事, ...
