2月27日,青岛市政府新闻办召开政策例行吹风会,介绍《青岛市产业工人队伍建设促进条例》相关情况。据了解,《青岛市产业工人队伍建设促进条 例》经山东省第十四届人民代表大会常务委员会第二十次会议通过,将于2026年3月1日起施行,这是全国首部聚焦产业工人队伍建设的地方性法规,对于 壮大产业工人队伍,建设现代化产业体系,引领发展新质生产力,推动高质量发展具有重要意义。 在《条例》起草过程中,先后多次与产业工人队伍建设改革联席会议成员单位会商研究、征求意见,组织专家进行专题论证,面向社会公开征求意见建 议。通过充分吸纳各方智慧、凝聚各界共识,确保既贴合青岛发展实际,又切实回应产业工人的期盼诉求,主要具有以下三个特点。一是突出系统集成, 强化法治引领。《条例》系统整合了青岛在产业工人队伍建设中形成的成熟经验,将联席会议制度、企业自主评价、工匠选树等政策措施上升为法规条 文,同时衔接职普融通、产教融合、科教融汇等国家战略部署,形成了系统完备、科学规范、运行有效的制度体系。二是突出问题导向,注重精准施策。 聚焦产业工人职业发展通道不畅、创新成果转化难、社会认同度不高等突出问题,靶向设置制度安排,明确将高技能人才纳入市级高层 ...
