Core Points - The Hong Kong Special Administrative Region (HKSAR) government signed a cooperation arrangement regarding the "Single Window" with the General Administration of Customs, aimed at enhancing cargo clearance efficiency [1][3] - The "Single Window" provides a one-stop electronic platform for the industry to submit various trade documents required for customs clearance [1][3] - The arrangement will elevate the cooperation between the two regions' "Single Window" systems and explore different areas of collaboration [1][3] Implementation Phases - The "Single Window" is being implemented in three phases, with the first two phases launched in 2020 and 2023, covering 42 types of trade documents [3] - The third phase is set to be rolled out in batches starting in 2026, with the system connecting to the mainland's "Single Window" [3] Additional Measures - A "single declaration for two reports" initiative was launched in November last year to facilitate cargo clearance between the mainland and Hong Kong, covering all goods imported from the mainland via land ports [3] - This initiative will now fully cover all goods entering and exiting both regions through land ports, allowing for the reuse of cargo data submitted to both systems, thereby improving efficiency [3] - The "single declaration for two reports" measure will continue during the third phase of the "Single Window" services [3] New Agreements - The HKSAR government also signed a memorandum on inspection and quarantine requirements for meat products and a cooperation arrangement for dairy products exported from Hong Kong to the mainland [4]
