生态环境法典草案提请审议 用最严格制度、最严密法治保护生态环境 本报记者 张天培 4月27日，在十四届全国人大常委会第十五次会议上，全国人大常委会法制工作委员会主任沈春耀作了 关于《中华人民共和国生态环境法典（草案）》的说明。 一是将现行的环境保护法、环境影响评价法、清洁生产促进法、海洋环境保护法和大气污染防治法、水 污染防治法、土壤污染防治法、固体废物污染环境防治法、噪声污染防治法、放射性污染防治法等10部 法律经编订纂修，全部纳入生态环境法典。法典编纂出台后，上述法律不再保留。 二是将现行有关流域、区域、自然资源、生物多样性等生态要素、生态系统方面和循环经济、节约能源 等方面的法律制度规范，择其要旨要则纳入或者体现到生态环境法典之中。这些方面的现行法律主要有 森林法、草原法、水法、土地管理法、渔业法、湿地保护法、长江保护法、黄河保护法、黑土地保护 法、青藏高原生态保护法、海域使用管理法、海岛保护法、深海海底区域资源勘探开发法、矿产资源 法、水土保持法、防沙治沙法以及循环经济促进法、能源法、节约能源法、可再生能源法等，今后还会 制定有关法律，如国家公园法等。这些法律在生态环境法典编纂出台后将继续保留，因此， ...
