一段时间以来,"课间圈养"屡屡引发公众热议。为何不能把短暂的课间还给学生?课间不准学生出教 室,看似是学校的"稳妥之举",实则是源于怕担责的无奈。怕学生奔跑打闹受伤,怕家长因孩子受伤不 依不饶、索要赔偿,怕学生数量多难以看管惹出麻烦,多重担忧之下,"圈养"便成了部分学校的"保守 选择"。可如此因噎废食的做法,虽规避了眼前风险,却牺牲了孩子的长远发展。 教育部2021年5月通过的《未成年人学校保护规定》,就明确要求学校不得设置侵犯学生人身自由的管 理措施,不得对学生在课间及其他非教学时间的正当交流、游戏、出教室活动等言行自由,设置不必要 的约束。但把"圈养"的孩子放出教室,显然不能只靠一纸文件。严查挤占体育课等行为并进行相应惩 处,方能形成有效震慑,倒逼学校纠正不当管理。不过,严查整治是必要手段,却绝非根本之策。要让 学校和教师真正敢放手,关键在于补齐制度机制短板。 先破除"怕担责"的桎梏,再严治一"关"了之,才能真正把"圈养"的学生放出教室,还他们一个鲜活、健 康、有温度的校园。 图片来源于网络 彩云网评特约评论员 丁铁 2月25日,教育部在京召开深入落实"健康第一"工作部署会。会议明确,2026年,教育部将 ...
