人民币是我国的法定货币,人民币现金作为最基础的支付工具,在服务实体经济、实现普惠金融、维护金融稳定等方面发挥着重要兜底作用。近年来,尽 管"拒收现金违法"的观念已逐渐深入人心,相关投诉显著减少,但是经营主体收现意愿下降具有一定普遍性、趋势性,拒收现金行为仍难完全杜绝。为 此,中国已会同国家发展改革委、金融监管总局制定了《人民币现金收付及服务规定》(以下简称《规定》),构建多元支付方式共同发展下的现金便利 流通环境。该规定于12月公布,并将于2月1日起正式施行。 针对不同支付场景,《规定》提出明确要求:对于采取人工方式收款、提供面对面服务以及线上预约、交易,线下完成服务或货物交付,具备当面收款条 件的,应支持现金支付,保持合理的零钱备付;同时,值得强调的是,采取无人值守、机具设备等自助服务模式,以及采用"一卡通"结算、进行统一管理 的园区、厂区、景区、学校等场所,经营主体应在醒目位置标识支付方式,现金收取转换方式及服务联系电话。此外,如果全部交易、支付、服务均通过 网络完成的,收费单位、经营主体应提前公示支付方式,充分尊重公众的知情权和选择权。收费单位、经营主体委托其他单位代为收款的,委托方应当通 过协议、通知 ...
