克服横向交流中的形式主义

某地派出考察组一行25人赴同市区县学习考察,时隔两日又派出两个考察组共24人同时赴该区县学习考 察……日前,某省级层面通报的整治形式主义为基层减负典型问题中,"统筹、节约的意识不强,频繁 到一地集中扎堆学习考察"问题引起广泛关注。 横向交流,是不同地方、部门之间学习交流的重要渠道,为的是开眼界、长见识、增本领,改进自身工 作。然而,一些地方统筹规划不足,节俭高效不够,甚至随意增加频次、扩大规模,大大影响针对性、 实效性,使横向交流落入形式主义的窠臼。如此"交流",不仅违背了学习考察的初衷,还增加了接待方 的负担。 横向交流中的形式主义,归根到底是一些领导干部政绩观错位,把开展了多少次外出学习考察、组织了 多少场座谈会当作"政绩",只追求形式上的轰轰烈烈,而忽略实际学到了什么、有多少能应用到实际工 作中。 现实中,有的党员干部对学习交流的主题缺乏深入的思考,过于泛化,短短几日便想覆盖方方面面,结 果只能是"蜻蜓点水""囫囵吞枣";有的对调研考察的点位缺乏深入了解,安排看什么就看什么,既不提 前了解背景情况,也不主动思考、提出问题、交流碰撞;还有的横向交流存在惯性思维、路径依赖,某 些考察在一定的历史时期确有必要 ...

项目开工岂能搞“数字政绩”(纵横)

不久前,中央层面整治形式主义为基层减负专项工作机制办公室会同中央纪委办公厅,对3起整治形式 主义为基层减负典型问题进行通报。一些地方在项目集中开工、集中签约中盲目攀比,数据不实。有的 高新区2025年春季集中开工的35个项目中有6个为重复项目,个别县区单个项目反复开工3次。 重大项目集中开工,初衷是为了形成合力,共同解决审批、办证等流程问题,便于加快项目建设进度。 然而,部分地方在实际操作中却变味走样:有的用潜在项目来充数,让在建项目再次开工,将项目二次 包装,只为数据好看;有的盲目夸大投资额,实际投入却大打折扣;有的大搞开工仪式,会场布置得气 派,只图个表面热闹。项目是经济发展的"生命线",重大项目集中开工最看重的是实物量和开工率,如 此本末倒置,不仅劳民伤财,而且可能影响项目建设进度,耽误发展时机。 把抓项目的时间和精力浪费在造数据、讲排场、做表面文章上,本质是政绩观错位,只要"面子"不 要"里子"。这其实是某种程度的"唯数据论",以数字为亮点,把数字当政绩。互相比较的压力之下,这 种单一的评价体系给发展套上了无形枷锁,导致有些地方不关注质量,盲目上马粗制滥造的项目;不考 虑对地方经济的实际带动效果,产业 ...
