以多维度融合破解东莞地铁1号线接驳之困

地铁线路的建成通车只是第一步,高效的"最后一公里"接驳体系才是决定其真正融入市民生活、发挥最 大社会效益的关键。东莞面临的挑战,其实也是国内诸多地铁新兴城市的共同挑战:如何在快速建设硬 件的同时,让软件服务同步升级?如何让轨道交通不仅成为交通工程,更成为城市更新、产业升级、民 生改善的催化剂?期待东莞的解题过程,能为同类城市提供可资借鉴的经验。 必须承认,邻近广州、深圳两个发展较为成熟的超大城市,给东莞相关部门带来了比较的压力:市民期 待同等效率的公共交通服务。此外,东莞的轨道交通运营及接驳还面临一个独特的挑战,就是该市极具 特色的"组团式分散"城市结构:32个镇街如繁星散布,产业区、居住区、商业中心交错分布。这种空间 结构导致客源不如传统核心城市集中,通勤流呈现多向、分散特征,无论是上层规划还是社会讨论,都 不可忽视这一点。应该说,东莞地铁1号线当下的接驳困境,是快速城市化、组团式分散的特殊城市结 构与公共服务体系升级不同步矛盾的综合体现。欲突破困境,需要超越"增加线路"的线性思维,走向真 正的"多维度融合"。 首先是规划融合。轨道交通规划必须与城市总体规划、土地开发利用、产业布局调整同步进行,推行真 正意 ...
