国家能源局4月21日启动新一代煤电升级专项行动,旨在推动传统煤电向"清洁降碳、安全可靠、高效调 节、智能运行"方向转型。 针对新建机组,鼓励按照专项行动实施方案提出的新建机组指标要求建设。在清洁降碳方面,新建机组 应预留低碳化改造条件,鼓励实施低碳化建设。在安全可靠方面,要求保供期申报出力达标率不低于 98%和非计划停运次数不高于0.3次/台年。在高效调节方面,要求燃用烟煤的煤粉炉新建机组最小技术 出力达到25%,低负荷供电煤耗增幅控制在20%以内,鼓励提升一次调频性能和启停调峰能力。在智能 运行方面,鼓励智能控制、智能运维、智能决策技术指标要求达到新一代煤电试点示范技术要求。 针对新一代煤电机组试点示范,鼓励探索更先进技术指标要求。在清洁降碳方面,试点示范采取降碳措 施后,度电碳排放水平应较2024年同类煤电机组降低10%—20%。在安全可靠方面,要求保供期申报出 力达标率不低于99%和非计划停运次数不高于0.3次/台年。在高效调节方面,要求超超临界、湿冷设计 工况供电煤耗不高于270克/千瓦时,可根据实际情况适当修正调整;鼓励提升一次调频性能,应具备安 全可靠启停调峰能力。在智能运行方面,应实现全负荷工况 ...
