第一章 总 则 第一条 为规范青海省省级自然公园的保护、管理、利用和监督，促进全省自然公园持续健康发展，根 据《关于建立以国家公园为主体的自然保护地体系的指导意见》《关于在国土空间规划中统筹划定落实 三条控制线的指导意见》和《国家级自然公园管理办法（试行）》《青海省贯彻落实<关于建立以国家 公园为主体的自然保护地体系的指导意见>的实施方案》及相关法规政策，结合我省实际，制定本办 法。 第二条 本办法所称省级自然公园，是指经省政府及其行政主管部门依法划定或者确认，对具有生态、 观赏、文化和科学价值的自然生态系统、自然遗迹和自然景观，实施长期保护、可持续利用并纳入自然 保护地体系管理的区域。 省级自然公园包括省级风景名胜区、省级森林公园、省级地质公园、省级湿地公园和省级沙漠公园等。 第三条 本办法适用于省级自然公园的管理。省级风景名胜区依照《风景名胜区条例》进行管理。 第四条 省林业和草原主管部门负责主管全省省级自然公园工作。县级以上人民政府林业和草原主管部 门负责监督管理和指导本行政区域内省级自然公园的可持续利用和建设。 第五条 省级自然公园应当纳入生态保护红线，国家规定的特殊情况除外。建设省级自然公园，应当坚 ...
