持证执法人手不够?一招“老带新”破解基层执法难题
规范涉企行政检查、提升执法效能,是各地生态环境执法部门持续推动的重要工作。近日,长三角某市 专项巡察组针对涉企行政检查开展督导,在肯定执法工作成效的同时,也关注到基层执法实践中存在的 实际困难。如某经济技术开发区生态环境执法部门因持证执法人员数量有限,在重污染天气应急管控期 间,尝试以一名持证人员搭配一名辅助人员的方式进入企业开展初步检查,发现问题后再通知其他持证 人员前来接替处置。这一做法并不符合执法规范要求,但也折射出当前基层执法力量与任务量不匹配的 状况。 从笔者在多地实际调研的情况来看,基层生态环境执法部门面临执法任务较重、执法人员较少等情况的 不在少数。然而,即便有困难,也不应成为执法不规范的理由。对于存在类似情况的地区,可以借鉴一 些成功经验,充分发挥主观能动性,通过一系列扎实措施,在规范执法与提升效率之间找到统筹路径。 做好执法前准备工作,提升检查质效。生态环境执法因其专业性强、检查事项多,往往耗时较长,这也 是造成执法人员相对不足的一个重要原因。为在有限时间内完成检查任务,部分地方积极探索持证执法 人员与辅助人员协同工作机制。比如辅助人员虽不能进入企业开展执法检查,但可以提前介入,协助收 集整 ...
