生态环境部会同各有关部门加快构建美丽中国建设框架体系,包括战略布局、组织实施、协同行动,以 及先行示范、政策创新、责任落实等工作体系。目前,美丽中国建设框架体系已基本形成,"1+1+N"工 作布局全面展开,23项分领域行动有力推进,三大战略区域美丽中国先行区建设高起点起步,分级分类 推进省域篇章和美丽城市、美丽乡村建设,累计发布了141个美丽河湖、43个美丽海湾优秀案例,印发 《地方党政领导干部生态环境保护责任制规定(试行)》,推动制定美丽中国建设成效考核办法,压紧压 实各方面责任,形成齐抓共管的工作格局。 聚焦源头治理,提升重点行业污染减排能力。以钢铁、水泥、焦化、煤电等高耗能、高排放行业为重 点,一方面有序推进淘汰落后产能,另一方面持续推进现有产能绿色化转型升级,累计完成9.4亿吨粗 钢产能、4.7亿吨水泥熟料产能、3.6亿吨焦化产能、1.7亿千瓦煤电机组超低排放改造。建成全球规模最 大的清洁电力供应体系和清洁钢铁生产体系;聚焦补齐短板,提升城乡环境基础设施建设水平。城镇层 面,目前全国城市污水处理能力提升至2.34亿立方米/日,污水管网长度达53.4万公里。农村层面,全国 新增完成11万个行政村农村环境 ...
