河南省发展老年助餐服务规定 (2025年12月4日河南省第十四届人民代表大会常务委员会第二十一次会议通过) 河南省第十四届人民代表大会常务委员会 公告 第72号 《河南省发展老年助餐服务规定》已经河南省第十四届人民代表大会常务委员会第二十一次会议于2025 年12月4日审议通过,现予公布,自2026年1月1日起施行。 河南省人民代表大会常务委员会 2025年12月5日 第二条 老年助餐服务应当在党的领导下,坚持保障基本、普惠多样、方便可及、持续发展的原则,建 立政府负责、部门协同、市场运作、社会参与、家庭尽责的助餐服务工作机制。 老年助餐服务可以依托老年食堂、老年餐桌、老年助餐点等老年助餐服务场所,为老年人提供制餐、就 餐、送餐等服务。 老年助餐服务面向全体老年人,优先保障失能、残疾、高龄、独居和计划生育特殊家庭等特殊老年人的 助餐服务需求。 第三条 县级以上人民政府应当将老年助餐服务纳入本行政区域养老服务体系建设,制定老年助餐 服务发展规划和年度计划,统筹布局老年助餐服务场所,制定老年助餐服务相关扶持优惠政策。 乡镇人民政府、街道办事处负责本辖区内的老年助餐服务工作。 第四条 县级以上人民政府民政部门主管本 ...
