今年是农村人居环境整治提升五年行动的收官之年，美丽乡村建设正在全国各地展开。结合当前地方财 政情况以及"过紧日子"的现实要求，"十五五"农村人居环境整治需以提升整治工作的可持续性为重点， 通过降本增效的方式，满足农民群众对美好生活的向往。 笔者赴浙江、广东、江苏和广西等地调研时发现，以村民自主治理为主的人居环境整治项目，具体费用 由村集体支出，具有低成本、高参与、高效率与高效益等优势。比如江苏省苏州市吴江区在开展农村人 居环境整治时，改变传统政府主导的模式，围绕"降成本、强自治、提效能"的主线，推广村庄自主保洁 模式，这为"过紧日子"现实要求下推动农村人居环境整治降本增效提供了新思路。结合调研，笔者针 对"十五五"有效推进村庄自主保洁模式提出几点建议。 二是基于制度设计为村庄自主保洁运行提供保障，提升自主保洁可持续性。一方面，上级政府应为村庄 开展自主保洁提供必要的专业设备与技术。另一方面，以村庄自我管理与自我监督为核心，村委会可通 过民主协商等方式成立村级监督小组，制定村庄自主保洁奖惩村规民约，结合农村人居环境整治积分制 进行物质奖励，对自主保洁工作进行定期检查，确保村庄自主保洁可持续进行。 三是依托范围经 ...
