记者从西安市人大常委会获悉:经西安市十七届人大常委会第二十七次会议修订通过,并经陕西省 十四届人大常委会第十九次会议批准,《西安历史文化名城保护条例》日前公布,将于2026年3月1日起 施行。 西安市人大常委会法制工作委员会主任张炳淳介绍,新修订的《条例》进一步明确了工作职责。在 保护理念上,由以往侧重管理向注重治理转变,明确构建党委领导、政府负责、社会协同、公众参与的 西安历史文化名城保护工作格局,同时要求建立健全西安历史文化名城保护专家咨询和公众参与机制。 西安是1982年国务院公布的首批国家级历史文化名城之一。新修订的《条例》立足西安实际,注重 与国土空间规划体系相衔接,进一步明确保护对象,明确政府及相关部门责任,强化统筹协调,推动历 史文化遗产整体保护、系统保护和有效利用,为依法保护好、传承好西安历史文化遗产提供更加有力的 法治保障。(记者:刘坤) 新修订的《条例》共7章82条,较原条例增加40条,从总则、保护体系、保护规划、保护措施、传 承利用、法律责任等方面,对西安历史文化名城保护工作作出系统规范,进一步完善了历史文化遗产保 护的制度框架。 ...
