办法增加服务拓展专章,规定具备条件的儿童福利机构在履行好收留、抚养职责基础上,可以拓展社会 服务功能,实施"开门办院",为社会上有康复训练需求的病残儿童、孤独症儿童提供力所能及的服务, 同时为相关儿童父母或者其他监护人提供照护技能培训、心理疏导等服务。 为强化内部管理,办法明确儿童福利机构安全管理主体责任,并完善消防安全、应急管理、财务管理、 档案管理、人员管理、捐赠管理等方面具体措施和监管要求。 记者2月26日从民政部获悉,新修订的《儿童福利机构管理办法》近日公布。办法共计7章64条,较之前 增加12条、修改43条,涉及进一步压实收留抚养职责、拓展社会服务功能、强化机构内部管理等内容, 自2026年4月1日起施行。 办法明确,儿童福利机构收留、抚养由民政部门长期监护和部分临时监护的儿童,进一步规范儿童从接 收、评估、养育、安置到离院全链条服务流程,将"儿童优先发展和最有利于儿童"的原则,转化为可操 作、可检验的制度措施。 ...
