记者 李文璇 报道 "十五五"规划纲要草案提出"推进中医药传承创新,促进中西医结合"。今年山东省两会,省政协委员、山 东中医药大学附属医院副院长李刚带来了有关提升基层中医药服务能力的建议。 李刚建议,构建标准化基层中医药服务体系。完善服务网络建设,参考甘肃省"中医馆+中医阁"模式,将中 医阁建设纳入村级卫生室标配,村中医阁普及艾灸、拔罐等5项以上常用技术,满足轻症诊疗与日常养生需 求；推行个性化养生服务,为老年人、慢性病患者、婴幼儿等重点人群建立健康档案,制定食疗药膳、养 生功法、情志调摄等个性化方案,将中医适宜技术、养生保健项目按比例纳入医保报销范围,降低群众养 生保健经济负担。 他还建议,完善中医药康复服务衔接机制。构建"诊疗-康复"闭环,推动基层医疗机构与上级医院建立康复 转诊机制,将术后康复、慢性病康复等患者下转至基层,开展针灸、康复理疗、中药调理等接续服务；强 化康复能力建设,在乡镇中医馆设立康复专区,配置针灸治疗仪、康复训练器械等设备,重点提升脑卒中、 骨科术后、慢病后遗症等康复服务能力；推进中西医协同康复,建立基层中西医联合诊疗团队,针对急慢 性疾病制定中西医结合康复方案,发挥中医药在减轻并发症 ...
