来源:九派新闻 据北京日报,新修订的《北京市非机动车管理条例》(以下简称《条例》)将于2026年5月1日实施,新 规将产品安全、通行安全、消防安全贯穿于非机动车生产、销售、登记、使用、停放、充电全链条。 安全头盔对保护电动自行车驾乘人员生命安全、有效降低头部严重损伤风险具有关键作用。新《条例》 将"佩戴头盔"由倡导性条款上升为法定义务,明确规定驾驶及乘坐电动自行车应当规范佩戴符合国家标 准且经过强制性产品认证的乘员头盔,并设定了警告或罚款的法律责任。 前期修法过程中,部分人大代表、市民反映12岁至16岁未成年人既不能骑电动自行车也不能乘坐电动自 行车,出行存在不便。 为了保障有序运营,《条例》要求企业在车辆投放、运维调度、电池管理、用户押金收取等方面规范经 营,并细化了相关违法行为的法律责任。 目前,市交通委、市公安交管局等部门正按职责分工,加紧完善停放设施规划建设、互联网租赁自行车 行业管理等配套措施,细化车辆注册登记规定,强化路面违法行为查处,保障新《条例》顺利实施。 来源:北京日报 综合考虑电动自行车安全性能提升以及便利未成年人出行等实际需求,新修订的《条例》将电动自行车 后座允许搭乘的未成年人年龄上限 ...
女子头部遭碾压,靠头盔死里逃生
