完善环境标准体系,推动“十五五”大气污染治理
今年是"十四五"规划的收官之年,也是"十五五"规划的谋划之年。在生态环境领域,大气污染治理任务 依然艰巨,亟须采取系统性举措推动空气质量稳步提升。笔者认为,完善标准体系是重要手段之一,建 议各地在研究制定"十五五"生态环境保护专项规划时予以重点谋划。 标准制定务必科学合理 标准体系的制订是一项极其严谨的工作,若要充分发挥其效能,务必确保标准的合理性和可行性。 一方面,要确保标准的科学合理性与可操作性。制定标准时,既要扎根地方实际,又要对标先进水平。 立足地方实情,核心在于弄清楚两个问题:一是是否有成熟可行的达标技术,二是经济成本对于管控对 象而言是否总体可承受。同时,修订过程中可借鉴其他地区的案例,重点关注不同规模、不同产污特征 的管控对象在执行相关标准时的情况,吸取经验与教训。 完善标准体系的重要意义 回顾2015年以来的空气质量改善历程,环境标准体系的持续完善无疑是关键推手之一。近年来,我国空 气质量持续改善的工作面临不小的压力,亟须通过强有力的举措推动大气污染物深度减排,为美丽中国 目标实现奠定坚实基础。 实践证明,通过制(修)订标准推动减排,更具高效性和确定性。目前,我国大气污染物减排措施可以 分为常 ...
