据《半月谈》报道,随着优质医疗资源加速下沉,基层医疗卫生服务能力持续提升,如今在社区就 能看上专家号,县域内就诊率显著提升。然而,近日记者在基层调研发现,在医联体改革取得成效的同 时,转诊"能上不能下"、基层药品保障仍有不足等问题也逐渐显现,亟待破解。在一些地方,大医院专 家"悬浮"于社区,优质资源"沉而未用"。虽然专家下沉,但社区接诊量仍然不高。 要想让居民真正愿意在基层看病,首先就得大幅提升基层的诊疗能力。这不仅仅是配几台新设备、 派几个医生那么简单,而是要让社区等基层医疗机构具备解决常见病、慢性病甚至部分急症的实际能 力。如果患者来了发现检查做不了、药品开不出,或者医生对复杂病情拿不准,那再好的政策也留不住 人。 要想提升基础诊疗能力,除了立足长远注重基层医学人才培养之外,短期内专家下沉和医联体建设 等,均不能玩假把式。专家下沉本意是将优质医疗资源带到基层,提升基层医疗服务水平,但部分专家 下沉却只是走走过场,没有真正投入到基层的诊疗工作中。有的专家排班不固定,患者难以提前知晓其 坐诊时间,导致患者即便有需求,也因无法确定专家是否在岗而放弃前往社区就诊。很多三级医院在专 家下沉信息的宣传上不够主动,官网 ...
