扬子晚报网10月11日讯(记者曹卢杰通讯员苏小环)江苏国家级经济技术开发区和高新技术产业开发区数 量均居全国第一。工业园区是碳排放的主要集中区域，是实现碳达峰碳中和必须牵住的"牛鼻子"。为规 范工业园区碳排放核算工作，近日，由江苏省生态环境厅申请立项、省工程咨询中心、省环境科学研究 院、省战略与发展研究中心和南京市节能技术服务中心等4家单位起草的《工业园区碳排放核算指南》 (DB32/T5192-2025)江苏省地方标准正式发布，自2025年10月10日起实施。 据悉，江苏省生态环境厅下一步还将联合相关部门开展指南宣贯培训，以精准核算赋能碳达峰试点和零 碳园区建设，为江苏"双碳"目标实现筑牢根基。 该指南是国内首个省级层面针对工业园区碳排放核算的地方标准，填补了园区层面碳排放核算方法体系 的空白，为园区碳排放核算划定"统一标尺"：明确核算边界，解决"一园多区"核算模糊问题；明确操作 路径，建立"边界界定—数据采集—因子选用—结果核验"四步流程；明确质量管控要求，建立数据溯源 档案，确保核算结果可追溯。 指南适用于省级以上人民政府批准设立、制造业增加值占比超过50%的各类开发区，标准按"行政管辖 +核算目的"灵 ...
