目前,哈尔滨新区为深入实施创新驱动发展战略,破解科技成果转化难、校地资源融合浅等问题,始终 坚持向高新技术成果产业化要发展,全面深化与高校院所的战略合作,以机制创新打破校地资源壁垒, 以服务创新推动科技成果从高校院所走向产业一线,积极构建"政产学研用"深度融合体系,书写科技产 业融合引领高质量发展的新区答卷。 深度联结,构建校地融合发展新格局。出台《促进哈工大先研院、新区智能机器人岛产业发展的若干政 策措施》《关于支持高质量发展新质生产力的若干政策(试行)》《关于培育新质生产力加快产业集聚 三年(2025-2027年)行动方案》等政策,鼓励引导高校院所参与新区发展。推动哈工大、哈工程、哈 焊研、哈玻院等大学大所融合发展;举全区之力支持哈工程江北校区建设;全力支持地面空间模拟装 置、黑科技双创生态圈等科技产业集群化发展。选派区科技局局长赴哈工大挂职,融入高校管理体系, 促进资源互通。引进哈工大先进技术研究院、卓越工程师学院;携手赫晓东、曹喜滨、谭久彬等多个院 士团队,推动高校创新资源与片区产业需求精准对接;2024年新认定高新技术企业470家、国家级"小巨 人"14家、省级"专精特新"128家和数字经济核心企业 ...
