央行等八部门出台金融举措,支持加快西部陆海新通道建设

【大河财立方消息】12月24日,中国人民银行、国家发展改革委、财政部、交通运输部、商务部、金融 监管总局、中国证监会、国家外汇局联合发布《关于金融支持加快西部陆海新通道建设的意见》。 其中提出,深化通道物流领域专属金融产品创新。加大对沿线省(区、市)金融支持,鼓励银行向符合 条件的中小微物流企业提供合理融资和票据贴现支持。加大物流企业发展的信贷支持。鼓励银行紧跟物 流融资需求创新信贷产品,推广综合授信、随借随还贷款模式。 支持云南、广西、内蒙古、西藏、新疆边境口岸开展边民互市贸易代理人付汇业务,加强部门间协作, 推动实现互市贸易交易、结算、报关全链条信息共享。 在重庆设立西部陆海新通道基金,支持沿线基础设施和产业园区建设。探索按照市场化、法治化原则, 对存量通道基建项目债务给予转股等政策支持。 争取亚洲开发银行、亚洲基础设施投资银行、丝路基金等战略资源支持,鼓励发展混合融资。 探索境内外金融市场互联互通。支持符合条件的银行在遵守监管规定和宏观审慎框架下向东盟国家企业 或项目发放跨境贷款。加强沿线省(区、市)与粤港澳大湾区发展衔接,支持企业依法合规赴新加坡、 香港融资。深化合格境外有限合伙人(QFLP)试点。 ...
