9月15日,中国汽车工业协会发布《汽车整车企业供应商账款支付规范倡议》。内容如下: 为了推动汽车行业落实《保障中小企业款项支付条例》,支持重点车企高质量践行供应商账期承诺,在 充分协商的基础上,对整车企业与供应商企业采购合同中账款支付相关内容作如下规范倡议: 一、总体原则坚持平等、自愿、公正、诚信原则,遵守国家相关法律法规规定,落实《保障中小企业款 项支付条例》要求,不利用大企业优势地位侵害供应商利益,致力于构建"整车—零部件"协作共赢发展 生态,共同推动汽车产业高质量发展。 二、关键环节 2.如双方供货单价暂未达成一致,甲方应按照与乙方最近一次供货合同单价或开发定点单价计算金额的 一定比例先行支付,原则上该比例应不低于80%的供货合同单价或50%的开发定点单价计算金额。双方 协商确定价格后,按照确定后的供货单价多退少补。 3.乙方应在甲方收货并完成验收后及时向甲方提供规范、可审计的发票,甲方据此支付相应账款。如乙 方未能在约定时间内提供发票,甲方保留顺延支付的权利。 4.甲乙双方协商确定支付方式,鼓励使用现金(银行转账、电汇等)或银行承兑汇票支付。如乙方为中 小企业,倡导全部采用现金或银行承兑汇票支付。 ( ...
