为支撑这一体系落地,我省建立"江苏省生态环境分区管控综合服务"平台。该平台整合了全省4570 个管控单元的矢量数据,打通国家、省、市和外部门数据归集共享通道,接入环境监测、污染源监控、 视频感知等多源数据,形成"智慧一张图",为企业和公众提供管控单元信息查询、选址选线环境可行性 辅助分析等公共服务,实现了"环境容量预估"和"项目准入预判"等功能。目前,平台注册用户已超6700 个,累计访问13.3万人次,生成分析报告2.9万份。 生态环境分区管控,是以保障区域生态功能和改善区域环境质量为目标,实施分区域差异化精准管 控的环境管理制度。江苏将全省国土空间划分为4570个管控单元,目前,已初步形成全域覆盖、精准科 学的生态环境分区管控体系。4570个管控单元中,陆域有4268个单元,海域有302个单元,每一个单元 都配套了"生态环境准入清单",明确准入要求、规范开发行为。 实施生态环境分区管控,就是要严守生态保护红线、环境质量底线、资源利用上线,科学指导各类 开发保护建设活动。自2020年我省在全国率先推出《江苏省"三线一单"生态环境分区管控方案》以来, 这项被称为"分区管控"的制度已推动全省102个线性工程优化 ...
