记者 周程祎 近日,上海市人力资源和社会保障局等五部门正式印发《关于实施女职工产假及生育假期间用人单 位社会保险补贴有关事项的通知》(以下简称《通知》),推出重磅生育支持新政。新政旨在建立由政 府、社会、企业共同参与的生育成本共担机制,进一步强化"生育友好"的价值导向,通过"生育友好 岗"+"产假社保补贴"的政策联动,破除女性就业壁垒,助力女性高质量充分就业。 《通知》明确,产假社保补贴按照"属地管理,先缴后补"原则,采取"一次申领,打包发放"。用人 单位可以在女职工产假及生育假结束后的1年内向所在区人力资源社会保障部门提出申请,审核通过后 一次性发放6个月补贴。目前,人社部门正在抓紧开发线上经办系统,方便用人单位便捷高效申领补 贴,用人单位可于8月底起在线上申请补贴。 女职工生育子女不分孩次,只要经女职工本人确认后,用人单位均可申领产假社保补贴;被派遣劳 动者的补贴由劳务派遣单位负责申请,由其全额拨付给实际提供岗位并承担工资和社会保险费的用工单 位。 此外,《通知》还鼓励用人单位为产后返岗女职工设置"生育友好岗",采取弹性上下班、居家或远 程办公、灵活休假、绩效考核等柔性管理方式,为女职工平衡家庭和工作提供 ...
